Should I upgrade my tower, or just buy a new computer?

Build a new system. your system is really really outdated :\ go to cyberpowerPC.com or digitalstormonline.com OR if you want buy the components and build it yourself...my preference is the last choice :D well if you dont know how to build it then go to either site
