Should I move to Oakland or the San Francisco Bay?

you will need to be more specific. Oakland is part of the San Francisco Bay Area. So they are one in the same. Personally I would not move to Oakland the town as it is not really that safe. Though some people will have other opinions. If you are set on that area, try alameda, emeryville or berkeley instead.
