How do I use Cruise Control on my 1999 Plymouth Breeze?

I hit the on/off on and "CRUISE" lit up on the dashboard and then I hit "set" on, but it didn't stay at the speed I wanted, what's the trick? Is there a timing regarding when I hit the gas/break right in between hitting those ons?
